Public Comment Period for the Draft 2020 Integrated Report

The Water Resources Division (WRD) is accepting written comments between June 26, 2020, and July 27, 2020, on the draft Water Quality and Pollution Control in Michigan, 2020 Sections 303(d), 305(b), and 314 Integrated Report.  Every two years, the WRD prepares and submits an Integrated Report to the United States Environmental Protection Agency (USEPA) to satisfy the listing requirements of Section 303(d) and the reporting requirements of Sections 305(b) and 314 of the federal Clean Water Act.  The Integrated Report describes the status of water quality in Michigan and includes a list of water bodies that are not attaining Michigan Water Quality Standards and require the establishment of pollutant Total Maximum Daily Loads (TMDL).  The draft 2020 Integrated Report is available on the  Integrated Report Web site.

Public Comment Period for the Draft 2020 Addenda to the Statewide E. coli, PCB, and Mercury TMDLs

Concurrent with the 2020 Integrated Report Public Comment period is the Public Comment period for the Draft Addenda to the Statewide E. coli, PCB, and Mercury TMDLs.  The draft 2020 Addenda provide details on the rivers, beaches, and lakes that are newly proposed impaired waters assessed during the 2020 Integrated Report process.  Water bodies in the Draft Addenda are intended to be covered by the Statewide E. coli, PCB, or Mercury TMDLs when the Addenda and 2020 Integrated Report are approved by the USEPA.  Each of these TMDL documents have already been approved by the USEPA and are not available for comment; however, the contents of the Addenda are open to comment.  Details on each of the draft Addenda are below:

  • E. coli - The Draft 2020 Addendum is available on Michigan.gov/EcoliTMDL, along with supplemental information.  The proposed newly impaired waters and Draft TMDL Addendum watersheds can be viewed on the interactive Pollution and Solution Map.  Comments and questions should be directed to Molly Rippke at RippkeM@Michigan.gov (517-342-4419).

  • Mercury and PCB - The Draft 2020 Addendum to the Statewide Mercury TMDL, and relevant information, is available on the Mercury TMDL Web Site.  Likewise, the Draft 2020 Addendum to the Statewide PCB TMDL, is available on the PCB TMDL Web Site. Comments and questions should be directed to Marcy Knoll Wilmes at KnollM@Michigan.gov (517-342-4348).

Updates to the E. coli Pollution and Solution Interactive Map

Several layers in the E. coli Pollution and Solution Map have been updated in order to provide the most up-to-date information for your review of the Draft 2020 Integrated Report and E. coli TMDL Addendum.  The interactive mapper was created in 2017 to support the Statewide E. coli Total Maximum Daily Load (TMDL) and provide improved access to E. coli monitoring results, locations of impaired waters, and information about the potential sources and solutions to bacterial pollution.  The updated information can be accessed through the Mapper tab or on the following subject focus tabs, including:

  • Draft TMDL watersheds reflecting the contributing drainage area to the proposed impaired streams from the draft 2020 Addendum to the Statewide E. coli TMDL.

  • Stream, lake and beach Total Body and Partial Body Contact Recreation designated use attainment information from the Draft 2020 Integrated Report.

  • National Pollutant Discharge Elimination System facility locations (Point Source Tab).

  • Groundwater sanitary discharges and septage land-application areas (Nonpoint Source Tab).

  • E. coli monitoring locations (and associated data summaries) have been updated to include additional sites monitored by external partners (E. coli Monitoring Tab).
